A Fulton woman is in the hospital after being found by police tied up inside of her home, and an arrest has been made for assault, and kidnapping.
According to the Fulton Police Department they went to a house at 302 Jefferson Street for a well being check, and found a woman tied up with ropes.
Police say they arrested 27 year old Ryan R O’Shana who was in a relationship with the woman.
O’Shana was taken to the Callaway County Jail with no bond.
