Two Arrests Made In Hannibal For Child Endangerment, Theft of Utilities, and Animal Neglect
A Hannibal man and woman are in the Marion County Jail this (Wednesday) morning after an arrest for Endangering the Welfare of a Child, Tampering with Utilities, and 11 counts of Animal Neglect.
According to Hannibal Police they were conducting a follow up investigation on Tuesday at a house in the 900 block of Union Street when they found four juveniles living in the house under very unsanitary conditions.
Also 11 dogs found in the residence, and theft of utilities.
48 year old William M. Franklin, and 39 year old Elsie V. Lain were arrested.
The Division of Family Services were called for the children, while the 11 animals were taken to a humane shelter.
Also the Board of Public Works were called due to the left of the utilities.
