Arrest Warrant Issued for Jefferson City Man Accused of Kidnapping and Raping Multiple Victims

An arrest warrant is issued for a Jefferson City man accused of holding multiple victims captive for upward of a month, and raping and assaulting them.

According to court documents Francis Kempker is facing 13 felony charges related to kidnapping, raping and assaulting 4 victims over a three-month span in 2016.

Kempker is accused of burning one of his victim’s feet with a propane torch.
