David Kip Heyde, once a longtime law enforcement officer, now stands accused of second-degree murder.

in the shooting death of 23-year-old Bailey Scott during a porch dispute in July.

Court records show Heyde allegedly confessed to firing twice, killing Scott on East Logan Street.
